The American Society of Appraisers, New York City Chapter 30 will host the Nineteenth Annual Current Topics in Business Valuation – 2011 Seminar on Monday, May 2, 2011 at the midtown Manhattan offices of PricewaterhouseCoopers. Scott Nammacher, ASA and Bill Johnston, ASA will co-chair again this year. The seminar, which qualifies for 7.5 hours ASA and CPE credit, will cover the how-to aspects of unusual engagements and advanced aspects of evolving areas within the field. It will be ideal for business appraisers and others at all levels.

02/20/04 Board of Governors Meeting

ASA held their Mid-term Board of Governors (BOG) meeting at International Headquarters in Herndon, Virginia, February 20-21. As has been my practice for the years I have served you, I wanted to provide a brief report on this meeting.
The morning program consisted of presentations by Staff Directors on their activities. After lunch, the new Public Relations Consultant, Sheri Singer of Singer Communications introduced herself and her firm by providing background, accomplishments and other clients. As Chair of the PR Committee, I look forward to working with Sherri this year.
Mark Frye, CPA, was the next speaker. He reviewed ASA's financial statements covering the fiscal year ending June 30, 2003 and explained that deferred rent liability and the allocation of expenses (governance, membership and management & administration) were the result of new reporting requirements. He provided the Board with a detailed explanation of the financial statements and answered all questions.
The next morning, the Secretary-Treasurer Donna Walker reported on the efforts of the Budget & Finance Committee (B&FC) and proposed a revised budget for 2003-2004 which reduced revenue $133,038 to $4,228,962 and operating expenses $184,869 to $4,150,006. With this revision, it was estimated that there would be a loss for the year of $125,000 after applying all accruals.
Selected Resolutions:
HQ-5: A resolution to award up to 100 hours of re-certification credit for preparing a new discipline or specialty exam or major revision of a current exam (including a study guide, bibliography, exam and retake exam) passed unanimously with only one abstention.
HQ-9: A resolution recommending Larry D. Phillips, ASA, as President, Donna J. Walker, ASA, as Senior Vice-President and Leslie H. Miles, ASA, as Secretary/Treasurer for 2004-2005 passed unanimously.
HQ-11: A resolution for an amnesty program to reinstate formerly designated members (AM, ASA) effective immediately through June 30, 2005 was passed unanimously. Under this program, the $100 reinstatement fee and Chapter approval are waived. An applicant must complete an application, pay current year dues, pass the ethics exam, meet the USPAP requirement within one year of reinstatement and receive approval from the discipline membership chair.
NAIFA: A report from the joint Task Force was discussed that presented three possible levels of cooperation: 1) joint programs (catalog, membership directory, annual conferences, chapter meetings and benefit programs), 2) joint RP education courses and physical or virtual merging of the Staffs and 3) full merger. After discussion, the consensus was that the Task Force should continue their efforts for at least the level two initiatives.
EBAY: A strategic alliance with eBay has been proposed to combat fraud and promote ASA and its members. Although the PR benefits to ASA would be significant, it was determined that the proposal requires further study.
From the presentations, it is evident that ASA has a dedicated and diligent Staff to serve our membership needs. In addition to administering the present programs, it appears that they understand the need to increase revenue and reduce expenses. Quite frankly I was very impressed with the staff and feel we are fortunate to have them.
Overall, much was accomplished at this Mid-Term BOG meeting. Considering the severity of the problems the BOG worked in relative harmony over the two days. Regional Governor's Report: ASA International Conference
Regional Governor Paul D. Roberts, ASA, wrote this letter to the members on returning from the ASA International Conference in Tampa, Florida.
As has been my policy for the three years I have served you, attached please find my report on the Board of Governors (BOG) meeting held in Tampa on July 11-12, 2003. I have also attached a detailed memorandum we received from headquarters on the areas of mutual interest with the Appraisal Institute (AI) and American Society of Farm Managers and Rural Appraisers (ASFMRA).
I have been reappointed as Chair of the Public Relations Committee. I look forward to a continued effort in the PR area with my committee and our consultants Potomac Communications Group. I am also Chair of the Performance and Evaluation Committee which is responsible for reviewing the performance of our Executive Vice President, Ted Baker.
I want to personally thank our outgoing International President John Connolly, III, ASA for his support and efforts for the past year. Under his watch we have an ongoing PR program. Also, as he promised the budget is balanced for the past year. In fact, I believe there will be a minor profit. This reverses the trend of annual loses for the past several years. On behalf of our region, I want to thank John for his service and wish him well in his future endeavors.

Regional Governor's Report: 01/25/2003 Board of Governor's Meeting
Regional Governor Paul D. Roberts, ASA, prepared the following report for inclusion in the ASA newsletter, Newsline.
The Board of Governor's (BOG) mid-term meeting was recently held in New Orleans, Louisiana on January 25, 2003. While I have already submitted a detailed report to the entire region by email, I will summarize some of the highlights in this article.
The BOG heard a presentation from the Appraisal Institute (AI). Included in the discussion was Tom Motta, MAI, SRA, Past President, Alan Hummel, SRA, President and John Ross, Executive Vice President. The AI stated that they are ready to move on the areas of mutual interest: publications, education, and government relations and administrative functions. This joint effort also includes the American Society of Farm Mangers and Rural Appraisers (ASFMRA). Max Evans, ASA, the current President of ASFMRA, was also present and he stated that his society is in total agreement with this approach. This appears to be an excellent time to explore areas of mutual interest with these two societies.
It should be noted that ASA is going through a tough financial time as is the AI and other appraisal societies. The high cost of administration is the price we have to pay to provide the services our membership require. However, through partial consolidation with say the AI and the ASFMRA we may be able to streamline our administrative expenses. As part of this consolidation, one option would be for John Ross to act as the EVP for all three societies. Ted Baker's contract is due to expire on May 1, 2003. President Connolly has appointed an Executive Search Committee to make a recommendation to the BOG on the EVP position. The subject committee may recommend John Ross, or an extension of Ted Baker's contract or another person for the position. We expect the recommendations of the committee by April 1, 2003.
As far as resolutions are concerned, the Hudson Valley Chapter resolution that called for a concentrated effort to the Appraisal Foundation's Appraisal Qualification Board to raise the qualifications for personal property appraisers to the same level as other disciplines passed unanimously. Resolutions to eliminate the two-year appraisal experience for AMs and the discipline comprehensive exam requirement were both withdrawn. Resolutions to require a delegation of financial authority, and to extend Ted Baker's contract for six months were both tabled until April 1, 2003. The tentative date for the joint region meeting is April 30, 2003. We will tour Ellis Island and the Statue of Liberty. Our speaker will be the Honorable Charles Gargano, Chairman and CEO of the Empire State Development Authority. The dinner location and the final details will be announced in the very near future. This should be quite a day so make sure you sign up early when the announcement is made.
